Pour the entire contents of the package into a 1L jar, top up with Canadian rye whisky and seal jar tightly. Allow to infuse for a minimum of three months in a cool, dark place. Fine strain and discard all herbs and spices. A quarter ounce of bitters is recommended in each of your cocktails.
